For Level 17899, the safest route is to keep at least two tray slots open while you work through the first half of the board. If a match needs a third item that is still hidden, leave that pair alone and switch to a visible set instead.
Because this is marked Ultra Hard, plan on using a booster only after the board has been partially opened. Fan and Shuffle are usually stronger after you expose more object layers, while a panic booster at the start often wastes its value.
